Testing that Reaches the World

CFR Title 49 Part 238

49 CFR Part 238 establishes Federal Railroad Administration (FRA) safety requirements for railroad passenger equipment operating in the United States. The regulation addresses the design, performance, inspection, testing, maintenance, and operation of passenger rail equipment.

Clark Testing provides laboratory testing and engineering support for manufacturers, suppliers, and rail organizations working to demonstrate that passenger rail equipment and components meet applicable technical and performance requirements associated with 49 CFR Part 238.

Passenger Equipment Safety Requirements

49 CFR Part 238 covers a broad range of passenger equipment safety requirements. Depending on the type of equipment and its intended application, qualification programs may involve structural performance, equipment strength, crashworthiness-related requirements, attachment integrity, environmental durability, and other performance characteristics.

The regulation has also evolved to address different categories of conventional and high-speed passenger equipment, including performance-based requirements for certain passenger trainsets. Federal Railroad Administration

Because Part 238 contains numerous requirements applicable to different types of passenger equipment, the specific test program should be developed around the equipment, applicable regulatory provisions, customer specifications, and intended operating environment.

Structural and Load Testing

Passenger rail equipment can experience significant loads during normal operation and specified safety conditions. Laboratory structural testing can help demonstrate the ability of equipment, assemblies, and mounting systems to withstand applicable forces without unacceptable deformation or failure.

Clark Testing can develop structural and load test programs involving:

  • Static load testing
  • Compression and tension loading
  • Proof load testing
  • Component and assembly testing
  • Equipment mounting and attachment evaluation
  • Structural deformation measurement
  • Strain and displacement monitoring
  • Custom load configurations

Test fixtures and loading arrangements can be developed around the geometry, mounting configuration, and required load cases of the test article.

Passenger Rail Component Qualification

Passenger rail vehicles contain numerous mechanical, electrical, and structural systems that may require testing as part of a larger qualification program.

Clark Testing supports testing of railway components, assemblies, and equipment for manufacturers and suppliers serving passenger rail and transit applications.

Depending on the equipment and applicable requirements, qualification programs may include:

  • Structural and load testing
  • Vibration testing
  • Shock testing
  • Environmental testing
  • EMC/EMI testing
  • Equipment and component durability testing

This allows multiple qualification requirements to be coordinated through a broader rail testing program.

Supporting 49 CFR Part 238 Compliance Programs

Compliance with 49 CFR Part 238 ultimately depends on the specific equipment, regulatory requirements, operating conditions, and documentation applicable to the passenger rail system.

Clark Testing does not replace the FRA's regulatory determination or approval process. Instead, Clark provides laboratory testing and test documentation that manufacturers, suppliers, and rail organizations can use to support their qualification and compliance activities.

This distinction is important because 49 CFR Part 238 is a federal regulation rather than a standalone laboratory test specification.

Rail Testing at Clark Testing

Clark Testing supports passenger rail manufacturers, component suppliers, engineering organizations, and transit industry customers with laboratory testing for rail equipment and systems.

Our testing capabilities span structural, vibration, environmental, EMC/EMI, dynamics, and other qualification disciplines, allowing customers to coordinate multiple requirements within a broader passenger equipment qualification program.
